Mr. Basel Mohamed Bahaa El-Din El-Hiny

Chairman
(Non-Executive)
Basel El Hini is widely recognized as one of the distinguished economic and investment figures in Egypt. His last position which he held from October 2018 till January 2023 was Chairman and MD of Misr Insurance Holding Company (MIHC), which developed under his leadership to become the largest non-banking finance Group in Egypt.

For four consecutive years (2020-2023) he received Leaders’ awards from renowned agencies in Egypt.

Basel has more than 40 years experience in banking, finance and investment, with in-depth knowledge of various lines of business in commercial and investment banking, and NBFI’s.

In 2018, Basel became Chairman and MD of the leasing/factoring company MG Finance ‎(renamed Zilla Finance) and after his MIHC appointment he became non-executive‏ ‎Chairman and still holds this position.

Basel started his career in Egypt as a banker and then moved mid-eighties to the Arab Petroleum Investments Corporation (APICORP) in Saudi Arabia where he progressed to become Middle East & North Africa Business Group Head. In 2000 he relocated to Egypt with ABN AMRO Bank as Regional Head of Integrated Energy & Power. In 2002

He moved to Misr Exterior Bank as General Manager and Board Member.

‎In 2004 he joined Banque Misr, Egypt's second largest bank, as General Manager and a year later (2005) was chosen by Egypt's Minister of Finance as his Advisor with responsibility for financial restructuring of publicly owned assets.
In 2008 Basel was appointed to the Board of Banque du Caire as MD responsible for Credit and Retail Banking.
In 2012 Basel became non-executive Chairman of the Financial Sector Investment Fund Company, a position which he still holds, and from 2013 to 2016 he held the position of Vice Chairman at Misr Insurance Holding Company.
In 2016 Basel became Chairman of BEST Foundation, an NGO providing Micro Finance.
In 2018 Basel became Chairman and MD of MG Finance (renamed Zilla Finance) and after his MIHC
appointment he became non-executive Chairman.

Over the years, Basel has been invited to hold non-executive memberships on Boards
of Directors of a considerable number of reputable institutions in diverse sectors. 
Basel holds a B.Sc. in Economics (1980) Faculty of Economics & Political Sciences. and a Master's Degree in Economics from the American University in Cairo (1985)


Mr. Hassan Ismail Ghanem

CEO

Mr. Ghanem has served as Chairman and Managing Director of the Housing and Development Bank since December 2019. Upon joining the bank in September 2017, he held the position of Managing Director of Banking Affairs, before assuming the role of Vice Chairman and Managing director in January 2018. Mr. Ghanem has 34 years of experience in the banking industry, covering corporate finance and investment banking across multiple local and multinational financial institutions.

Prior to joining HDB, Mr. Ghanem was an Executive Board Member in AlexBank, and Head of their SME department, where he subsequently held the position of Head of Corporate Banking and Head of Investment Banking, Financial Institutions and Bank Transfers since 2014. Prior to his experience in Alexbank, Ghanem was also head of the Corporate Credit Sector at Emirates National Bank of Dubai (NBD - previously known as BNP Paribas), after starting his banking career at Misr International Bank. Additionally, Ghanem has been a former board member in Emirates NBD Bank for Financial Leasing, and Alcatel Egypt, an international company working in the field of communications. Ghanem graduated from Ain Shams University (Cairo, Egypt) with a BA in Commerce, and completed his Master’s degree in Business Administration (MBA), in addition to obtaining a Diploma in Finance and Investment.

Dr. Asim Abdel Hamid Al-Jazzar

Non-Executive Member of the Board of Directors (representing the Urban Communities Authority)

Dr. Al-Jazzar has been the Minister of Housing, Utilities and Urban Communities since 2020. He also holds the position of Chairman of the Board of Directors of the General Authority for Urban Planning at the Ministry of Housing and Urban Communities and is a member at the Faculty of Regional and Urban Planning in Cairo University. In addition to being a member of HDB’s board of directors, Dr. Al-Jazzar is also a board member in the Technical Secretariat of the Supreme Council for Planning and Development, the Tourism Development Authority, the Ministerial Committee of the Suez Canal Development, and National Center for Planning State Land Uses, the Saudi Egyptian Company, and several other technical centers, institutions and committees. Moreover, Dr. Al-Jazzar is known for his substantial research in various topics such as the development of the Nile front for the cities of the Aswan governorate, the development of the Nile front for the Cairo Governorate, planning standards for utility services in Egyptian cities and assessment of their environmental impact.

He also plays a key role in the development of several major tourism projects in Ain Sukhna, Marsa Alam, the North Coast, Helwan, the pyramids, and Ras El-Bar. Dr. Al-Jazzar holds a BA in Regional and Urban Planning from Cairo University, where he also obtained his Ph.D. from the Department of Urban Design, Faculty of Regional and Urban Planning. Additionally, he holds multiple diplomas and certificates in eco-tourism, environmental monitoring methods and techniques, and environmental impact assessment and management from a number of universities and research centers such as Cairo University, Oxford Brookes University in the United Kingdom, and George Washington University in the United States of America.

Eng. Randa Ali Al-Minshawi

Non-Executive Member of the Board of Directors (representing the Urban Communities Authority)

Eng. Randa Ali Saleh Al-Minshawi has served as the First Assistant to the Prime Minister, and Deputy Minister of Housing, Utilities and Urban Communities since 2019. Prior to that, she was supervisor of the office of the Minister of Housing, and between 2011 to 2017, she held the position of the first undersecretary of the Ministry of Housing. From 2009 to 2011, she was head of the central administration for the affairs of the minister’s office. Al-Minshawi graduated in 1985 with a BA in Architectural Engineering, whereafter she was engaged in projects in the public space. Her skills and past experiences helped her attain high ranking positions in leadership and administration.

Mr. Moustafa Elkamash

Non-Executive Member of the Board of Directors (representing Misr Life Insurance Company)

Mr. Elkamash has over 25 years of experience holding various leadership positions covering financial management and strategy, treasury operations, portfolio management, and financial planning. His sectors of expertise include insurance, construction, chemicals and energy. He is currently the Vice President at Misr Life Insurance Company, one of the leading companies in the Egyptian insurance space, and prior to this, he was the Chief Financial Officer at Bupa Global, where he led the company’s finance and treasury functions across its operations in Egypt. Mr. Elkamash holds a Bachelor’s of Science in Accounting from Cairo University and is a Certified Public Accountant (CPA).

Mr. Sherif Ahmed Mohamed El-Sayed El-Akhdar

Non-Executive Member of the Board of Directors (representing RIMCO EGT Investment Company)

Mr. Sherif has 20 years of experience in finance and investment, having held various positions in the financial, real estate and investment fields, both locally and internationally. Al-Akhdar is currently the Managing Partner of LimeVest Partners, a growth capital private equity firm that manages USD 90 million in assets under management. He is also founder and executive partner of the USD 100 million direct investment fund BPE Partners, an Egyptian joint stock company headquartered in Cairo. Additionally, Al-Akhdar is the Chairman of the Board of Directors of NSA Diagnostics, one of the leading clinical laboratories in Egypt, as well as a board member at several other companies in various sectors in Egypt. Al-Akhdar boasts substantial experience in structuring deals and optimizing portfolios, as the total value of his stocks in companies reached about USD 240 million. His expertise also includes supervising the investments of financial portfolios, and representing the board of directors in those operations, in sectors such as real estate, manufacturing, energy, cars, non-banking financial services, tourism and consumer goods. Al-Akhdar holds a BA in Accounting and Economics from the American University in Cairo, in addition to a Master’s in Finance from George Washington University.
