Mr. Basel Mohamed Bahaa El-Din El-Hiny

Basel El Hini is widely recognized as one of the distinguished economic and investment figures in Egypt. His last position which he held from October 2018 till January 2023 was Chairman and MD of Misr Insurance Holding Company (MIHC), which developed under his leadership to become the largest non-banking finance Group in Egypt.

For four consecutive years (2020-2023) he received Leaders’ awards from renowned agencies in Egypt.

Basel has more than 40 years experience in banking, finance and investment, with in-depth knowledge of various lines of business in commercial and investment banking, and NBFI’s.

In 2018, Basel became Chairman and MD of the leasing/factoring company MG Finance ‎(renamed Zilla Finance) and after his MIHC appointment he became non-executive‏ ‎Chairman and still holds this position.

Basel started his career in Egypt as a banker and then moved mid-eighties to the Arab Petroleum Investments Corporation (APICORP) in Saudi Arabia where he progressed to become Middle East & North Africa Business Group Head. Mr. Yehia AboulFotouh

Mr. Yehia Aboulfotouh has over four decades of experience in banking sector, with extensive expertise in credit, risk management, restructuring, corporate finance, governance, and banking operations.

He has served as Chief Executive Officer and Managing Director of Housing and Development Bank since July 2026. Prior to joining the Bank, he served as Deputy Chief Executive Officer of the National Bank of Egypt from 2016 until June 2026.

Mr. Aboulfotouh began his banking career at Banque Misr before joining Bank of America and later Arab Bank, where he held several senior leadership positions in credit, risk management, and business development.

In 2008, he joined the National Bank of Egypt as part of Egypt's Banking Sector Reform and Development Program, contributing to the modernization of the Bank's credit framework, the enhancement of credit policies and procedures, and the strengthening of its risk management culture.

During his tenure at the National Bank of Egypt, Mr. Aboulfotouh led the transformation of the Bank's debt recovery function into a specialized debt recovery and restructuring sector. Working closely with his team, he significantly reduced non-performing loans, enhanced the quality of the Bank's credit portfolio, and strengthened its overall risk management framework. He also oversaw major corporate credit risk, debt recovery and restructuring functions, while contributing to the development of credit policies, risk reporting, sectoral credit limits, credit rating models, and stress testing frameworks in line with international banking best practices.

His leadership trajectory continued in 2014 when he was appointed Executive Board Member of the National Bank of Egypt, overseeing several key functions, including credit risk, market risk, operational risk, operations, internal control, information technology, and administrative support.

In 2016, he was appointed Deputy Chief Executive Officer of the National Bank of Egypt, assuming responsibility for a broad portfolio that included corporate credit, investment, treasury, financial institutions, retail banking, the branch network, operations, and administrative support.

Throughout his career, Mr. Aboulfotouh has served as Chairman and Non-Executive Board Member of several companies operating across the banking, financial, and investment sectors, in addition to serving on the boards of numerous professional institutions and organizations related to the banking and financial industry.

Mr. Aboulfotouh holds a Bachelor's Degree in Commerce (Accounting) from Cairo University and has completed numerous executive education and professional development programs in banking, credit, investment, and management throughout his career.

·        تولى رئاسة مجلس إدارة البنك الزراعي المصرفي في فبراير ۲۰۲۰، وخلال السنوات القليلة الماضية تم تنفيذ استراتيجية إصلاح شاملة وإعادة هيكلة على مستوى بنيته التحتية والتكنولوجية واستراتيجيته ونظم الإدارة به وتحقيق الاستغلال الأمثل لكافة المقومات المتاحة سواء كانت مادية أو بشرية، ونتيجة لذلك نجح البنك الزراعي المصري خلال أربعة أعوام في تحقيق طفرة كبيرة في أعماله، حيث تضاعفت محفظتي القروض والودائع عدة مرات، خاصة في مجال الزيادة الكبيرة في قروض الإنتاج النباتي التي مكنت الفلاح من تحمل تكاليف الزراعة ومواجهة الارتفاع في مستلزمات الإنتاج، بالإضافة الى التوسع الكبير في تمويل الأنشطة المتوسطة والصغيرة ومتناهية الصغر.

·        وقد جاء هذا الإنجاز أيضاً كنتيجة مباشرة للاستراتيجية التي تم إنتاجها لتغيير أساليب العمل والإدارة فيما يتعلق بالتفاعل المباشر مع العملاء وأصحاب المشروعات والمستثمرين والجهات الحكومية والقيادات الشعبية من خلال القيام بجولات ميدانية مستمرة بجميع محافظات مصر والمناطق التنموية الجديدة بلغت نحو مائة زيارة وجولة تفقدية للالتقاء المباشر مع صغار المزارعين والمنتجين والمستثمرين والمحافظين ونواب الشعب بجميع المحافظات واتخاذ إجراءات وقرارات فورية للتعامل مع كافة المعوقات لتنشيط الاستثمار والإنتاج في جميع مجالات القطاع الزراعي والتعريف بفرص دعم البنك لجميع الفئات.

·        كما تم خلال هذه الفترة إنجاز مرحلة هامة لتطوير البنية التحتية للبنك حيث تم إطلاق النظام التكنولوجي البنكي الجديد للبنك وفقاً لأحدث النظم العالمية، وتم تطوير مئات الفروع من حيث الانشاءات والنظم التكنولوجية، كما تم انشاء فروع جديدة بمناطق التنمية الجديدة في سيوة، والمغرة، وغرب المنيا وغيرها، كما نجح البنك خلال أقل من عام في نشر شبكة ضخمة من ماكينات الصراف الألي بقرى الريف المصري.

·        . ومع اطلاق المبادرة الرئاسية "حياة" "كريمة" تم إطلاق منتج باب رزق" للتمويل متناهي الصغر لتحقيق التنمية الاقتصادية وخلق فرص العمل لسكان الريف وتحقيق الشمول المالي، الذي أتاح تمويل بفائدة منخفضة وبشروط ميسرة لسكان الريف للأنشطة الصغيرة لعشرات الآلاف من الشباب والمرأة الريفية، كما تم إطلاق حملات من مئات القوافل للبنك التي كانت تجوب قرى مبادرة حياة كريمة بجميع المحافظات للتثقيف المالي والتوعية بالفرص التمويلية متناهية الصغر، وتم عقد عشرات اللقاءات الجماهيرية الموسعة بحضور المحافظين بمختلف محافظات الجمهورية لتعزيز الوعى بفرص التمويل متناهي الصغر وحث المواطنين على الاستفادة منه، فضلاً عن إطلاق العديد من المبادرات لتحسين جودة الحياة ومساعدة الاسر الأكثر احتياجاً بقرى مبادرة حياة كريمة.

She began her career at Misr Iran Development Bank before moving on to work with several banks in Egypt, prior to joining the Arab African International Bank (AAIB), where she spent 16 years. These included Mashreq Bank, BNP Paribas, the Arab Banking Corporation (ABC), Banque du Caire Far East (currently First Abu Dhabi Bank), and the Egyptian United Bank.

At AAIB, she held the position of Risk Manager within the Risk Management Division, and later became part of the Technical Office of the Deputy Chairman and Managing Director, serving as Deputy General Manager.

In 2021, she was seconded to the United Media Services (UMS) as a Project Manager while working with INI Investment, and was appointed as a Board Member of the Arab News Agency (ANA). She relied on her extensive banking and financial expertise to support these institutions.

Her professional career has been distinguished by participation in strategic projects, including active membership in the merger committee overseeing the corporate loan portfolio of the Egyptian American Bank, as part of an acquisition executed by AAIB.

She also served as a member of key committees at AAIB, such as the Retail Risk Committee and the Corporate Loan Portfolio Committee, and was Deputy Secretary General of the Board Committees, namely the Executive Committee, the Risk Committee, and the Audit Committee.

She has extensive expertise in restructuring corporate loan portfolios, particularly in the context of mergers and acquisitions, contributing to improved financial performance of the institutions she served.

Her experience also covers credit and risk management, including the development and implementation of financial models to enhance decision-making, as well as the review and analysis of Expected Credit Losses (ECL).

Academically, she is a graduate of the American University in Cairo, holding a Bachelor’s degree in Business Administration and Computer Science (Class of 1986). She completed credit courses twice: first at the American University in Cairo at the beginning of her career, and later during her tenure at AAIB.
